The meat:
The Ad Hoc Group concludes that the President placed himself in a conflict of interest situation when he became involved in the determination of the terms of the external service assignment. He should have withdrawn from any decision-making in the matter
Instead, he participated directly, blocked the one person involved, Xavier Coll, from seeking advice or talking to anyone else at the bank, and therefore engaged in extensive violations of Bank regulations, as well as the terms of his own contract.
